Position Title: Assistant Finance Officer, China (National Staff)

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps is committed in China to working with the poor that have not yet seen the benefits of China’s economic growth. Central to Mercy Corps’ mission in China is building the capacity of Chinese non-profit organizations to address the country’s persistent social needs surrounding rural and urban economic development and sustainable livelihoods. Mercy Corps’ goal in China is to work in collaboration with strategic partners to reduce rural poverty and improve livelihood opportunities for vulnerable populations, including women, rural poor, migrants, ethnic minorities and communities affected by HIV/AIDS.
RESPONSIBILITIES/DUTIES
A. Implements financial and accounting systems in accordance with organization policies and procedures
B. Gathers financial data and prepares annual operation and grant budgets
C. Implement and maintain systems for monitoring effective financial management of projects and programs
D. Assists in major finance exercises and routine finance functions
E. Reviews and maintains files pertaining to country-wide grants, consultancies, field projects and other agreements for all China country grants
F. Perform bookkeeping/cashier duties
G. Inputs accounting data into automated accounting system
H. Provides training and advice to users in relation to financial and accounting system implementation
I. Perform other duties as assigned
KNOWLEDGE AND EXPERIENCE
A. Degree holder with at least two years of accounting experience
B. Computer literate with intermediate to advanced proficiency in Excel and other Microsoft Office applications
C. Self-starter, independent, self-motivated and a team player
D. Excellent spoken and written English

Position Title: Migrant Youth Project Officer, China (National Staff)

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps/China is implementing a program focused on populations that have been the most marginalized as a result of China's economic gains and to build and strengthen the capacity of local NGOs, enabling them to respond to domestic and regional needs on their own. Projects include support for rural farmers, ethnic minorities, migrants, and communities affected by HIV-AIDS. Interventions include economic development/micro-lending and education.
GENERAL POSITION SUMMARY:
The Project Officer will be responsible for management, coordination, and monitoring of Mercy Corps projects in China, including support to partner organizations with implementation of their respective projects. S/he will also assist project staff in the identification of DM&E needs and with the design and implementation of practical DM&E tools, solutions and resource support in order to ensure all Mercy Corps China projects meet their intended goals. S/he will also be responsible for working with the Country Director, HQ Program Officer for China, and MC/Hong Kong, for donor communication and reporting. The Project Officer will be based in Beijing, with frequent travel to project sites
S/he will work under the supervision of the Program Officer for China and closely with the Mercy Corps/China Finance Officer, Technical Advisor, National Program Officer, and MC/Hong Kong management and staff, as well as with partner agencies, government ministries and other local and international counterparts.
RESPONSIBILITIES/DUTIES:
1. With support as needed from key MC/China staff, provide oversight on implementation of all MC/China projects and activities.
2. In coordination with Project Staff, oversee implementation all monitoring and evaluation activities, including all baseline surveys and assessments.
3. Directly oversee the organization of logistical support for field activities (eg: trainings, meetings, program site-visits, and other program activities.) and ensure that all support services for program implementation are operating effectively.
4. In coordination with the Resource Development Manager, maintain and reinforce, as appropriate, donor relationships, particularly with respect to corporate donors based in China.
5. Coordinate activities and communications between Mercy Corps, project partners and relevant government agencies (Center for Disease Control, Office of Poverty Alleviation, Womens Federation etc.)
6. Identify problems and obstacles to project implementation in consultation with relevant stakeholders, and develop and implement plans to resolve them.
7. Coordinate with the Program Officer/Country Director/East Asia Regional Program Director, and MC/Hong Kong management and staff in the development and design of new project concept papers and proposals
8. Assist the Finance Manager with developing new project budgets
9. Act as liaison between the Beijing office and Mercy Corps HQ offices (Portland/Edinburgh/Hong Kong) in responding to requests for information and documentation, project monitoring and reporting, donor communications, and all other related areas of need
10. Travel to project sites approximately1-2 weeks per month to assist as needed with project implementation, monitoring, and assessment/evaluation efforts.
11. Assist with oral and written translation as needed (Mandarin Chinese, English).
12. Other duties as assigned.
KNOWLEDGE AND EXPERIENCE:
1. Experience managing/implementing complex projects in public health and/or HIV/AIDS and/or microfinance in China with multiple local and international partners.
2. Experience with donor requirements of one or more of the following: UN, EU, corporate/private donors and foundations
3. Experience with NGOs or government projects with social components ?C working in rural communities.
4. Knowledge of the economic factors that lead to poverty ?C preferably with exposure to projects that have income generation and/or micro-credit components.
5. Technical knowledge of HIV/AIDS prevention, treatment and/or care in China.
6. Proven ability to formulate strategies in a team setting and with multiple partners.
7. Excellent communication skills, diplomacy and experience in working in a 'politically charged' environment.
8. Experience supervising and evaluating program support and technical field staff.
9. An understanding of and ability to develop excellent relationships with the Chinese Government agencies at all levels: national, provincial, prefectural, county and local.
10. Sensitive to political and cultural nuances and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations.
11. Ability to multitask, prioritize, and problem-solve, with a simultaneous attention to detail and strategic vision.
12. Fluent in reading, writing and speaking English and Mandarin.
13. Advanced university degree in Public Health, International Development or related field.

GENERAL POSITION SUMMARY:
The Program Assistant teams with all Beijing-based program staff to provide administrative and programmatic support to Mercy Corps China country program. The Program Assistant is principally responsible for administrative support associated with project management, development, monitoring/evaluation and oral/written translation. The Program Assistant backstops Mercy Corps China program team when traveling in the field or on extended absences from Beijing. The Program Assistant also has the opportunity to occasionally travel to country programs for assessments, translation, and monitoring and evaluation assistance.
ESSENTIAL JOB FUNCTIONS:
Administrative and Operational Support
A. Provide logistical support for China Country Team including staff travel, scheduling needs, etc., independently and as part of a team.
B. Support requests for educational, computer, research, and other materials from China Country Team expeditiously, adhering to procurement polices.
C. Maintain and update grant agreements and reporting (including electronic and hardcopy filing) and track and alert team of reporting requirements and deadlines.
D. Assist with oral and written translation as needed (Mandarin Chinese, English).
E. Supervise volunteers and interns with an emphasis on excellence and achievement; encourage a team culture of learning, creativity and innovation.
F. Understand donor and Mercy Corps policies, procedures, rules and regulations to assist in monitoring and ensuring compliance.
G. Be familiar with progress of programs in China in order to give a rapid response to any urgent requirements and a brief introduction to visitors
H. Assist in tracking, managing, and responding to internal and external correspondence and requests within 48 hours.
I. In coordination with China Country Team act as a liaison between Beijing office and project partners in the field to facilitate decision-making and responses to various needs.
