Anqing Municipality, in the middle and lower reaches of the Yangtze River, Anhui Province has rich wetland biodiversity resources, now under great stress. The local government is committed to biodiversity conservation as an integral part of sustainable wetland management. However, it currently lacks the knowledge and practices to effectively integrate biodiversity conservation. Single aquaculture species (e.g. crabs) in the wetlands pose increasing threats to ecosystems and the government seeks sustainable approaches that can combine biodiversity conservation with improved livelihoods for communities living around the wetlands.
The United Nations Development Programme and the European Union support the incorporation of wetland biodiversity conservation into the develop planning and programmes of the Anqing municipal government. The project will create conditions for wetland users to take joint actions that reduce negative impacts on wetland biodiversity while supporting local income generation. At the municipal level, biodiversity measures will be included in annual government work plans for various economic sectors. Wetland biodiversity indicators will be included as a basis for criteria used to assess the annual performance of local government agencies. At the community level integrated conservation and development will be demonstrated.

he project focuses are:1. To integrate wetland biodiversity considerations into annual work plans of local agencies, and biodiversity indicators into performance appraisal;
2. To create an inter-agency wetland conservation mechanism and improve capacity of key staff;
3. To promote public participation in wetland management;
4. To implement sustainable use and protection plans to balance conservation and livelihoods.

ob Description Working under the supervision of the Project Director, the Project Manager is responsible for administrative and financial management of the project. Working closely with the international and national staff, the Project Manager will also coordinate with relevant organizations to ensure successful implementation of the project. S/he will be responsible for developing an atmosphere of competence in and enthusiasm for wetland conservation in the project office.
S
pecifically, the Project Manager will:A. Ensure smooth implementation of the project in accordance with the project work plans and UNDP procedures. In particular, establish good administrative procedures for coordination of the work of the site project Offices and two partners and ensure that the different parts of the project work well towards a common goal.
B. Report regularly to the Project Director and the project desk-officer at UNDP COSU on project progress, and request help as required
C. Prepare, with assistance from project staff, the combined project quarterly work plans and requests for financial advances for submission by the Project Director to UNDP COSU.
D. Review and assess project expenditure against the advance requests and work plans.
E. Prepare detailed annual reports (PIR/APR) with assistance of the National Biodiversity Specialist and International Technical Advisor.
F. On advice of the International Technical Advisor or the National Biodiversity Specialist, approve technical reports prior to publication and/or circulation.
G. Prepare all Terms of Reference for consultants recruited by the project with assistance of the International Technical Advisor and National Biodiversity Specialist.
H. Facilitate the work of international and national consultants.
I. Supervise project personnel, certify attendance sheets, and oversee the establishment and operation of a project personnel performance assessment scheme.
J. Maintain good communication with GAM and relevant agencies with which the project works and interacts and advise the National Biodiversity Specialist of any relevant activities or events.
K. Assist project staff to gain effective cooperation with provincial and county government agencies and with civil society organizations and educational institutions.

ualifications• Management experience (at least 10 years) of relevance to development assistance projects
• Specialized knowledge of Chinese environmental and water policy and legislation an advantage
• Genuine interest in biodiversity conservation and/or wetland management an advantage
• Advanced degree or equivalent experience in environmental sciences, biological sciences, ecology, natural resources management, or related fields
• Technical ability to review reports critically
• The skills and the initiative to make contacts and build a network
• Good and demonstrated coordination, communication and organization skills
• Fluent in both written and oral English
• Ability to set and keep to deadlines.
